Study: Romney plan raises taxes on poor families

WASHINGTON (AP) ? Republican Mitt Romney's tax plan would increase taxes on low-income families while cutting taxes for the middle-class and the rich, according to an independent study released Thursday.

On average, households making less than $20,000 would see their taxes increase by more than 60 percent, said the Tax Policy Center, a Washington research group that studied the Romney plan.

Households making between $50,000 and $75,000 would get small tax cuts, averaging 2.2 percent, or about $250, the study said. People making more than $1 million would get tax cuts averaging 15 percent, or about $146,000.

"Virtually everybody with a big income is getting a tax cut," said Roberton Williams, a senior fellow at the Tax Policy Center.

Overall, Romney's plan would reduce tax revenues by $180 billion in 2015, adding to the federal budget deficit, the study said. Romney's campaign disputes the estimate, saying tax cuts in the plan would help improve the economy, leading to more revenue.

Fresh off a slim victory in the Iowa caucuses, Romney is the front-runner for the GOP nomination for president. His tax plan is less sweeping than those proposed by some of his rivals. He says he will push for "a fundamental redesign of our system." But initially, his plan maintains the current tax rates while cutting corporate taxes and reducing taxes on investments.

Romney's plan would cut the top corporate tax rate form 35 percent to 25 percent, eliminate investment taxes for the middle class and make permanent a massive package of tax cuts first enacted under President George W. Bush.

Romney would also repeal tax increases on the wealthy that were enacted as part of President Barack Obama's health care package. His plan, however, would allow some tax cuts enacted under Obama to expire.

The Obama tax cuts, first enacted as part of the massive economic stimulus package passed in 2009, targeted low-income families with children, including many people who don't make enough money to pay any federal income taxes. They included an expanded tax credit for college students, a more generous Earned Income Tax Credit for families with three or more children, and a more generous child tax credit for low-income families.

Like the Bush tax cuts, the Obama tax cuts are scheduled to expire at the end of the year. Romney's campaign says letting the Obama tax cuts expire doesn't amount to a tax increase.

"Mitt Romney has not proposed raising taxes. In fact, he laid out a blueprint for governing that includes dramatic spending cuts to reduce the deficit and pro-growth tax policies that permanently extend the Bush tax cuts, dramatically cut the corporate tax rate to create jobs, and deliver real tax relief to middle-income taxpayers," campaign spokeswoman Andrea Saul said.

Other GOP candidates have called for more sweeping tax plans. Former House Speaker Newt Gingrich and Texas Gov. Rick Perry have both called for versions of the flat tax, in which all income is taxed at the same rate. Former Sen. Rick Santorum of Pennsylvania has called for reducing the number of tax brackets from six to two.

Previous studies by the Tax Policy Center have found that plans by Gingrich and Perry would result in big tax cuts for the wealthy, reducing tax revenue by billions each year. The center has not yet done a comprehensive analysis of Santorum's plan, though Williams said one is planned.

The Tax Policy Center is a research group formed by two Washington think tanks, the Urban Institute and the Brookings Institution. Its researchers regularly testify before Congress on tax policy and its analyses during the 2008 presidential campaign were widely circulated.

Death penalty for Egypt's Mubarak: How will that play with the tin-pot despot set?

Egypt's former president Mubarak could face the death penalty in his trial. In Africa, several authoritarian leaders have ruled for decades, and harsh sentences could encourage them to cling to power by any means.

Egypt?s long-ruling former President Hosni Mubarak may face the death penalty if found guilty in his ongoing trial in Cairo. Mr. Mubarak is accused of ordering the killing of protesters during the Tahrir Square demonstrations that ultimately led to the downfall of his government in February.

Sending Mubarak to the gallows may feel like a good signal to send to strong-man leaders ? that their misdeeds in office will be judged, and judged harshly, in courts of law.

But history shows that hard sentencing for bad leaders can sometimes backfire.

For every leader who steps down peacefully after a few terms in office on the African continent, there are many others who take the president-for-life package. Some, especially those who rose to power by leading armed independence movements, remember the brutal death of late Libyan leader Muammar Qaddafi, and plan to stay in power as a way to stay alive. Others look at the prosecution of former Liberian President Charles Taylor and the expected trial of former Ivory Coast President Laurent Gbagbo on human rights charges at The Hague, and worry that they too could face a lifetime in prison.

According to leaked diplomatic cables posted by Wikileaks, Zimbabwe President Robert Mugabe ?genuinely fears ?hanging? if he leaves office,? and thus has little incentive to withdraw from politics. Mr. Mugabe has ruled Zimbabwe for 32 years.

In December 2010, the Monitor reported that investigators had discovered evidence that supporters of Kenya?s former Higher Education Minister William Ruto planned a fresh wave of organized mass violence to prevent their leader from being arrested for his alleged role in orchestrating post-election violence in 2008. The 2008 round of violence played out along ethnic lines, and killed some 1,300 people and displaced 300,000. Mr. Ruto, along with five other prominent Kenyans, have now been formally charged and await trial at the International Criminal Court at The Hague, Netherlands.

Key to school improvement: Reading, writing, arithmetic ... and character?

ScienceDaily (Dec. 30, 2011) ? A study of 20 elementary schools in Hawaii has found that a focused program to build social, emotional and character skills resulted in significantly improved overall quality of education, as evaluated by teachers, parents and students.

The concept includes organized activities to build character that go beyond more traditional rules or policies to control or punish problem behaviors. But it still takes only about an hour a week away from traditional education, and previous research has documented much lower numbers of suspensions, lower absenteeism, and better reading and math scores on standardized tests.

The latest study, being published by researchers from Oregon State University in the Journal of School Health, found for the first time that teachers believed this approach improved "overall school quality" by 21 percent, with parents and students agreeing in slightly smaller numbers. It was based on findings from racially and ethnically diverse schools, half using the program and half that did not.

"Improved social and character skills leave more time for teachers to teach, and students to learn and be more motivated," said Brian Flay, an OSU professor in the School of Social and Behavioral Health Sciences. "What we're finding now is that we can really address some of the concerns in our schools by focusing more on character in the classroom.

"These are not new concepts, they're the kind of things that have always been discussed in families, church and social groups," Flay said. "A third-grade lesson, for instance, might be helping kids to understand how other people feel, to learn about empathy. That may seem simple, but in terms of educational performance it's important."

School quality, as defined in this research, includes a safe environment, involvement and satisfaction among individuals, student support, continuous improvement, standards-based learning and other features.

Past policies to curtail substance abuse, violent behavior and other problems have shown only limited results, researchers said in the study, in part because they don't address underlying issues such as student's sense of self and social attachment. The new trend being explored is what they call social-emotional and character development.

The program used in this research includes K-12 classroom curricula, a school-wide climate development component, teacher and staff training, parent and community involvement, continued positive reinforcement and other techniques.

Lessons include topics related to self-concept, physical and intellectual actions, managing oneself responsibly, getting along with others, being honest, and self-improvement.

The results have been impressive. Previously published results showed 72 percent fewer suspensions, 15 percent less absenteeism, and much better reading and math skills based on state tests. National tests showed a 9 percent improvement in these academic subjects.

"The current research supports the hypothesis that these programs can generate whole-school change and improve school safety and quality," the researchers wrote in their report. "The present study shows improvements in school quality were made by relatively underperforming schools."

The findings suggest that schools, districts, states and the federal government should consider policies and funding directed toward social and character programs of this type, the researchers said.
