(AP) ? Adriana Peixoto would fit right in at the trendiest Rio de Janeiro bar with her hipster glasses and the big black tattoos on her calves.

But for a weekend gossip session over beers and seafood paella, the 35-year-old audiovisual producer and her friends settled on a venue that would have been unthinkable just a few years ago: a bar in a "favela," one of the hillside slums that were long ruled by ruthless and heavily armed drug gangs and off-limits to outsiders.

The vast majority of Rio's murders still occur in the favelas, some of which are plagued by sporadic shootouts. But under a five-year-old "pacification" program aimed at making Rio safer ahead of next year's World Cup and the 2016 Olympics, police once kept out now have bases in nearly three dozen of the 1,071 slums dotting the city.

The pacified favelas are the newest hotspots for both locals and foreign visitors, who are spending more time at the former no-go zones than traditional tourist magnets like the Christ the Redeemer statue. Now, there's another reason to visit: the growing buzz about the best food and drink the pacified favelas have to offer.

A new Portuguese-language guidebook called "The Gastronomical Guide to the Favelas of Rio" refutes the idea that slum food consists solely of deep-fried snacks by showcasing the people and places behind the shantytowns' tastiest tapioca omelets, greatest grilled chicken, and most scrumptious seafood stews and sushi.

"Food is an excellent tool for breaking down prejudice," said the guide's editor, Sergio Bloch. "For people with lingering worries about danger or prejudice against these places that were impossible to visit for so long, food is a wonderful reason to actually visit a favela."

Bloch and his three researchers visited some 97 establishments in 11 favelas. Like reviewers from the Zagat or hallowed Michelin restaurant guides, venues were judged on food, decor, service and cost.

But Bloch's team often ran into situations no Zagat or Michelin reviewer has likely had to grapple with.

"We went to places where the food was great, but where the smell from a nearby Dumpster made it untenable," said Bloch over rice and beans at Restaurante 48 in the Tabajaras slum, tucked into Rio's Copacabana neighborhood. "Or sometimes we had problems with the smell coming from the gutters, which in some favelas are often open-air sewers."

While many favelas lack in basic sanitation, they often make up for with breathtaking views of the ocean and exclusive neighborhoods below the steep rocky outcroppings.

Twenty-two establishments covering the gamut of food and drink options in Rio's slums made it into the guidebook. They include sit-down restaurants serving Brazilian favorites such as prime cuts of steak and feijoada bean-and-meat stews, as well as foreign specialties-turned-local-staples like pizza and sushi. The guide also showcases hole-in-the-wall juice bars, a hot dog stand and an ambulatory singing and dancing empanada vendor named Adriana. In lieu of an address, her entry reads "circulating throughout the community," and provides her cell phone number.

With its view of the Atlantic's azure waters and its low prices, the Bar Lacubaco in the Vidigal slum could give many conventional Rio restaurants a run for their money. In the land of the $35 martini, where a dinner for two routinely adds up to more than $200, Lacubaco's main courses are just $5-$7 apiece.

Owner Fabio Freire said Vidigal's off-the-grid status helps him keep costs down in what has become Rio's hippest favela, thanks to a prime oceanside location between two of the city's highest-rent neighborhoods.

"I buy my meat from the same suppliers at restaurants down there on the 'asphalt,'" said 38-year-old Freire, using slang for non-slum neighborhoods. "But I don't pay for electricity, I don't pay for gas and I don't pay property taxes, so all that slashes my overhead and I can pass the savings on to my customers." People in the slums typically illegally tap into the electrical grid to obtain power.

Lacubaco is located on the main street that slaloms up to the top of Vidigal, but some of eateries listed in the new guide are harder to reach via narrow, zig-zagging, traffic-clogged streets. Whole sections of some favelas are accessible only via steep staircases, and restaurant owners in the slums say the tricky logistics of keeping ingredients in stock is among their biggest challenges. To get to D&C Lanches in the Complexo do Alemao shantytown, you have to take a commuter train to a French-made ski lift that glides over a sea of concrete block houses and has become a tourist attraction in its own right. Rio's O Globo newspaper recently reported that the Alemao lift now has more weekend users than the lift that whisks tourists up Sugarloaf Mountain or the little train to Christ the Redeemer.

D&C Lanches is a modest juice stand where the seating is two plastic tables and chairs on the sidewalk. Dimas de Lemos and his wife, their three children and assorted nephews and cousins serve acai, the Amazon berry slush that's a vitamin- and calorie-packed breakfast staple in Brazil.

Since soldiers surged through Complexo do Alemao's narrow alleyways in 2010, pushing out the drug gangs, de Lemos' clientele has changed dramatically.

"It used to be we'd only get people from the community here," the 37-year-old said. "Now I'd guess it's about 60 percent locals and 40 percent people from outside, including lots of foreigners."

Americans, Germans, Japanese and Britons are among the tourists who have arrived at D&C in their quest to see a favela like the ones featured in the hit 2002 movie, "City of God." De Lemos' most important foreign visitor so far has been Britain's Prince Harry, who toured the favela during his South American trip last year.

"Foreigners tend to be more open, more curious and harbor fewer prejudices about favelas than Cariocas from the asphalt," said editor Bloch, using the Portuguese term for a Rio resident. "Maybe it's because foreigners weren't exposed to the decades-worth of frightening news about violence in the favelas, they go there with a more open heart."

He said he sometimes hears from Cariocas who are eager to try the traditional shrimp stew known as vatapa at the Barraca das Baianas stand in the Rocinha favela, but "want me to guarantee that nothing will happen to them there.

"Of course I don't think it will, but who can make that sort of guarantee anywhere in the world?" asked Bloch.

Security remains an issue in some pacified slums. Several public schools in Complexo do Alemao were closed in recent days under pressure from a gang upset over the killing of one of their members.

But security seemed to be the last thing on Adriana Peixoto's mind as she and four friends soaked up the beer and sun at a bar in the Chapeu Mangueira favela, near the tony beachfront Leme neighborhood. Motorbikes loaded with teenagers whizzed by, and stray dogs sniffed for crumbs as the group whiled away their Sunday at the Bar do David.

"This is my first time here, and it's great," Peixoto gushed from behind her thick, plastic-framed glasses. "It's as if the favelas, which were always a different world despite being so close to the rest of the city geographically, are finally a part of Rio."

Niger attacks launched from southern Libya - Niger's president

NIAMEY (Reuters) - Islamist militants who carried out simultaneous suicide attacks on an army base and a French uranium mine in northern Niger two days ago came from southern Libya, Niger's president said on Saturday.

President Mahamadou Issoufou said the raids showed Libya was a source of regional instability, months after France launched an air-and-ground assault on northern Mali, which Paris warned had become a launchpad for attacks by al Qaeda-linked groups.

The suicide attacks on Thursday killed 24 soldiers and one civilian and damaged machinery at Areva's Somair mine in the town of Arlit, a supplier of uranium to France's nuclear power programme. Militants said the raids were in retaliation for Niger's role in the French-led war on Islamists in Mali.

French forces have killed hundreds of Islamist gunmen in Mali while those who escaped the raids have scattered across the desert in the north of the country and a vast region full of uncontrolled borders.

"According to the information we have, the attackers came from southern Libya," Issoufou said of the dawn attacks in Niger which raised fears that Mali's conflict could spread to neighbouring West African states.

"I know the Libyan authorities are trying hard. But Libya continues to be a source of instability," the president said.

He did not give details on who the gunmen were, but Mokhtar Belmokhtar, a one-eyed veteran of al Qaeda's North African operations, said that his Mulathameen brigade organised the raids with the MUJWA militant group.

Thousands of gunmen and tonnes of weapons and ammunition flowed south, mainly to Mali, after the fall of Libya's former leader Muammar Gaddafi in 2011.

A mix of Islamist and separatist rebels then seized control of the north of Mali before the French operation launched in January dislodged them from the towns they controlled.

Niger has for weeks warned that Libya was the next potential safe haven for militants.

Egypt's court says police and army should vote

CAIRO (AP) ? Egyptian Islamists and former members of the nation's military voiced concern Sunday about the potential pitfalls stemming from a decision by the country's top constitutional court that would allow members of the armed forces and police to vote in the nation's elections.

For decades, a long-running legal tradition in Egypt's army and police barred soldiers, conscripts and members of the security from voting while in the service. The ban, which was written into law in 1976, was widely seen as a move designed to keep both the military and the security agencies out of politics ? despite the fact that the country was run by former generals.

The Supreme Constitutional Court said Saturday the ban violated the country's new constitution, which stipulates that all citizens have the right to vote. The court also shot down 12 other articles of the election laws drafted by Egypt's Islamist-led legislature, saying they too went against the charter.

Human rights groups and some in Egypt's secular opposition welcomed the decision, saying that in Egypt's nascent democracy the right to vote should be extended to all Egyptians. Islamists and former members of the military, however, expressed fears that the decision risks forcing the nation's highly polarized politics into the armed forces.

"This is a threat to national security. Divisions in the streets will be reflected in the military ? the sectarianism, the partisanship," said Hossam Sweilam, a retired general who served in the military for more than 30 years. "We are different from other countries. We have political problems. ... This (ruling) would be in the interest of the Muslim Brotherhood and could be a problem for the cohesion of the military."

The Brotherhood, winner of both the parliamentary and presidential elections that followed the country's 2011 uprising, and its fellow Islamist groups also pushed back against the decision, which would add more than 1 million votes to Egypt's already 50 million registered voters.

Mourad Aly, a senior advisor for the Brotherhood's Freedom and Justice Party, said the court's ruling raises questions about attempts to bring the military into politics through the back door.

"Is the point transferring the political polarization into military units? Would any reasonable person agree to have politics and election campaigns in the barracks?" he asked on his Facebook page. "Keep your hands off Egypt's army and don't force it into the parlors of politics. It has a sacred mission from which it shouldn't be distracted."

Sobhi Saleh, a lawmaker with the Brotherhood's party, told Al-Jazeera Live Egypt that the legislature would take the court's decision into consideration when rewriting the law. But he questioned how such a vote could be organized unless the military and security agencies were all on board.

Some in Egypt's secular opposition praised the ruling, while cautioning that safeguards need to be put in place to ensure the police and military are not abused by political powers in the election process.

Ziad el-Oleimi, one of the leading youth figures in the 2011 uprising and a member of one of the new secular parties, said as a matter of principle the court decision extends a universal right to members of Egypt's military and police. But, he said, as the military and police are currently the monitors of the election process, there should be new elements to guard the integrity of the elections.

"It can be a double-edged sword if there are no guarantees from civil society and the international community to monitor these elections," he said. "We have to make sure that the executive doesn't direct and use these votes as it sees fit."

The debate reflects the divide over the role of the military in Egypt's political life since the 2011 revolt that swept autocrat Hosni Mubarak ? a former air force general ? from office and brought the country's first civilian president to power. For the last six decades, Egypt was run by a military officer, and the military establishment enjoyed an expansive network of influence and business that were largely shielded from accountability or public review.

The military stepped directly into the political arena after Mubarak's ouster to rule the country through a rocky 17-month transition to civilian rule, which ended with the election of President Mohammed Morsi of the Muslim Brotherhood.

Egypt's troubles did not end with Morsi's swearing-in ceremony, however, and Egypt has been hit by repeated cycles of street violence and mass protests that have left the country's political life deeply polarized. Islamist groups accuse the opposition, including former regime supporters, of undermining the powers they won at the ballot box; while the largely secular opposition accusing Islamists of governing alone.

The instability and deepening economic malaise has prompted some Egyptians, including some liberal groups and former supporters of the old regime, to view the military as the last bastion of stability ? a force "made up of our own sons," as many often say.

As the country's troubles appeared to be spiraling out of control earlier this year with riots in cities along the Suez Canal, some Egyptians even called for the military to intervene directly and act as arbiter and protector of the state against the rise of Islamic groups.

In its Saturday ruling, the Supreme Constitutional Court said that 13 articles in the laws governing the elections and political participation were unconstitutional and run against the newly adopted charter, which was highly disputed by was approved in a popular vote in December.

The court's decision also highlights the continuing tension between the judiciary and the Islamist-dominated legislature and executive over what it says are attempts by the Muslim Brotherhood to control state institutions, including the courts.

It was the second time the constitutional court has dismissed the election laws crafted by the Islamist-led legislature, further throwing into disarray the schedule for the parliamentary elections.

The legislature is also discussing a law governing the judiciary despite an outcry from the majority of judges, who say the law under review aims to get rid of over a quarter of the country's most seasoned judges. The backers of the law say the courts are stacked with Mubarak loyalists, who seek to curtail Morsi's rule.

Oregon teen accused of planning to attack school

PORTLAND, Ore. (AP) ? An Oregon teenager intended to blow up his school in a plot "forged and inspired by the model of the Columbine shootings" and he will be charged with attempted aggravated murder, a prosecutor said late Saturday.

Grant Acord, 17, will be charged as an adult and also faces six counts of manufacturing and possessing a destructive device after investigators found six bombs in a secret compartment in his bedroom, said Benton County District Attorney John Haroldson.

Acord was taken to a juvenile jail Thursday night after police received a tip that the youth was making a bomb to blow up West Albany High School, located about 75 miles south of Portland.

He said Acord had written plans, a checklist and a specific timeline for the attack. The bombs investigators found included pipe bombs, Molotov cocktails, a Drano bomb and a napalm bomb, Haroldson said.

Police found no bombs during a search of the high school.

Haroldson declined to provide the specific date Acord allegedly planned to attack the school, but said it would be included in court paperwork to be filed after the Memorial Day weekend.

"That said there were also some indications that it could happen at any time, too," Haroldson said. "So you have - A -the methodical planning and then - B - I suppose he could get really excited about it and go early."

Acord is a junior. Haroldson said he's not aware that the youth had any major problems, such as a suspension, at school.

"In any case that you have a young person that in essence plans to take a video game approach to killing people at school, you have to take a close look at the mental health issues," he said. "And the process will certainly provide for that once he's represented by counsel."

Phone listings did not appear to be available for either of the boy's parents to reach them for comment Saturday.

The Associated Press was not able to determine who would represent the boy in court.

The district attorney said it did not appear the teen was targeting a specific person or group of people. He said Acord will likely be arraigned Tuesday in Benton County Circuit Court in Corvallis.

"I can't say enough about how lucky we are that there was an intervention," the district attorney said. "When I look at the evidence in the case, I shudder to think of what could have happened here."
