Using Fertilizer Wisely Could Help Feed 9 Billion People

News | Energy & Sustainability

Farmers in the U.S. and China should use less fertilizer, freeing it up for application where such nutrients can do the most good

Can the world's existing farmlands provide enough crops to satisfy the hunger of the nine billion people?up from seven billion currently?that demographers predict will be living on the planet by the mid-21st century? Or will more and more forests and other ecosystems have to be cleared to feed all the extra mouths? A new study, published in Nature on August 30, suggests that increasing deforestation could be avoided provided farmers made better use of water and nutrients on land currently under cultivation around the globe. (Scientific American is part of Nature Publishing Group.)

The central premise of the new analysis is that intensifying agriculture where it already exists is the key to preserving a balance between farming and forests. To do that, the researchers from McGill University in Montreal and the University of Minnesota (U.M.) analyzed the so-called yield gap. That's the difference between what the highest yielding farm or area within a given region can produce?for example, corn?compared with what the average yield is. The difference between this best-practice farm and the average farm is the yield gap.

The researchers then employed national and regional agricultural data from outfits such as the Food and Agriculture Organization of the United Nations and the International Fertilizer Industry Association to determine the root causes of these yield gaps. Simply by improving fertilizer application and irrigation, the researchers find that global yields of corn, wheat and rice?the three main staple crops?could be increased by 64 percent, 71 percent and 47 percent, respectively.

"We are not claiming to diagnose the exact management practices needed on any particular plot of land," explains research fellow Nathan Mueller, who led the study from the U.M.'s Institute on the Environment, because local factors such as soils and weather can play an important role. Instead, the goal is to identify what practices might help close yield gaps at the regional or even global level and highlight those areas most in need of intervention.

That list includes the U.S. Great Plains and China, where more fertilizer is used than is strictly necessary. For example, American farmers apply so much fertilizer on Midwestern corn fields that much of it ends up running off, ending up in the Mississippi River and, ultimately, reaching the Gulf of Mexico. There the copious fertilizer fuels a bloom of algae and other microscopic plants that then die. Microbes that consume the dead plants also use all the oxygen available in surrounding waters, creating a vast "dead zone" that is devoid of sea life?an unfortunate side effect of the demand for more maize.

Lessening fertilizer use in the U.S. and China would free up nutrients to be applied to fields in eastern Europe and western Africa with no detriment to American or Chinese people. As it stands, the researchers estimate that some 11 million metric tons of nitrogen fertilizer and five million metric tons of phosphate could be saved annually at present without diminishing current yields. Those savings then could be applied to underachieving areas.

Teacher enjoyed her 38 years at Davis High School

Editor,

After spending the past 38 years at dear old Davis High School, I express gratitude to former students, many of whom has become dear friends, for making it such a wonderful and successful experience. As I graduate, or retire to write a new chapter in my book of life, I can firmly state that I have no regrets. I have loved teaching home economics and family and consumer science. Child development and early childhood education have been my passion. Essential life skills are also taught in foods, adult roles, financial literacy, clothing and interior design classes although, titles have changed.

I wish I could remember individual names of the some 11,000 students I have been privileged to know. Considering that six different class periods were taught each semester, with 25-30 students per class, the numbers (names and faces) add up quickly. A short time ago, my husband, Mark Barber, also a retired teacher, commented that if we gathered all the students in my classes together, we would have a fair sized city.

Teaching two generations of students and know little children in our child care center and preschool who then grew up and became teachers in the child care center, has been exciting. I truly have had the best of world in education, being surrounded by the enthusiasm and joy little children bring to our lives, and enjoying the intellect, interest and challenges teens offer.

I appreciate the opportunity to teach and learn from colleagues, students and their parents. Thanks again for an enjoyable and memorable journey.

Subject: RE:2013 Budget

The Schedule for the 2013 Budget is as follows:1.?????? Sep 19, 12, Tuesday. The Treasurer and Chairman of the Finance Committee send all changes to the Property Manager so the draft Budget can be revised.2.?????? Sep 21, 12, Friday. Property Manger transmits revised 2013 Budget to the Treasurer, the Board and the Finance Chairman. 3.?????? Sep 25, 12, Tuesday. The Chairman of the Finance Committee submits the revised 2013 Budget to the Board. The Board vote to have the membership vote to partially fund the reserves and to send the Membership a copy of the draft 2013 Budget 4.?????? Oct 5, 12, Friday. Condominium Associates mails the? vote to partially fund the reserves and a copy of the revised 2013 Budget to the Membership.5.?????? Oct 25, 12, Tuesday. There is a special meeting of the membership on partial funding of the reserves, followed by a Board vote to approve the 2013 Budget. 1.?????? THIS IS THE FIRST DRAFT OF THE 2013 BUDGET. The first draft is produced by the Property Manager, in accordance with a specific formula: every line item of the ?2013 Budget is based on the prior year to date actual expenses extrapolated for the entire year of 2012, plus any expected increases in price, plus any anticipated onetime cost, plus any preventive maintenance not previously incurred in 2012. 2.?????? The first draft IS NOT the Property Managers budget. The Property Manager inputs the amounts in accordance with very strict guide lines established by a prior President, Treasurer and Chairman of the Finance Committee about seven years ago. It has been maintained ever since. REMEMBER it is the FIRST DRAFT. It will be low and wind up getting increased as we go through and fine tune the numbers. Last year?one or more?Directors looked at the 2012 First Draft Budget, which was low, and started telling members about all the savings the in the budget and how the maintenance fee was going down. As a result many members were disappointed and angry when they found out said Director (s)?didn?t know what he/she/they were talking about. TRY NOT TO WIND UP LOOKING FOOLISH by talking about the first draft, if you just have to tell people, wait until you get the REVISED 2013 BUDGET and talk about that one.3.?????? Unproven savings. We DO NOT change the budget base on unproven potential saving. We wait until the saving can be substantiated during?a test year. Example, For the 2012 Budget, there was an anticipated potential saving of around $13,000, by cutting back the Property Manager?s time on site from two mornings to one morning. HOWEVER, we weren?t sure that it would be enough time on site. Consequently, we went ahead with the change but didn?t reflect the savings in the 2012 Budget (in case we had to switch back). It has since been proven that one day per week does work for us. This saving can now be reflected in the 2013 Budget. ?4.?????? The big numbers. The big numbers are: insurance, property manager savings, bad debt and utilities. These lines will have the biggest impact.5.?????? Budgeting for our annual operational insurance expenses. The formula for insurance is significantly different. In the 2013 Budget we are budgeting for our anticipated 2014 insurance needs. The formula is as follows: the anticipated 2013 insurance expenses, plus the maximum allowed by law increase (anticipated to be 20%). Because we pay our insurance bills in the late 4th quarter through the 1st quarter, we have to budget and collect the anticipated insurance expenses one year in advance. ?The reserve insurance serves a different function. It is used to pay for any catastrophic deductibles and or any unanticipated increases in insurance rates. (NOTE: It is anticipated that Insurance rates will go 20% rather than 15%, an additional $5-10,000. Also, we will no longer get a flood insurance rebate, $3,000 plus, because the legislature has outlaw the rebate.).6.?????? The Finance Committee. ?Is tasked with reviewing and making recommendations to the board. The Board provides guidance to the committee and approves or disapproves their recommendation.7.?????? The Board of Directors. Reviews the budget independently of the committee and submits any question they have to the committee. The Directors are also cc?d in on all communications on the budget review process and can ask questions as they see fit.Good luck to everyone, and let?s stay on shceduleFrom: Liz Fox [mailto:lfox@condominiumassociates.com]

The High Cost of a Will Contest - Estate Planning in St. Louis, MO

Aug 27, 2012 ?/? By: Purcell and Amen, Your Estate Matters, L.L.C. Estate Planning Attorneys ?/? Category: Wills and Trusts

When you die, certain individuals may have the legal right to contest your Last Will and Testament. A Will contest must be based on allegations that the Will itself is invalid. Using a ?do-it-yourself? Will form found in the internet or at a local stationary store increases the likelihood of a Will contest being filed after your death simply because those forms are frequently not executed properly according to state law or are otherwise deficient based on the laws in the state where you live. If a Will contest is filed and makes it past the preliminary stages, it can end up costing your estate far more than what it would have cost you to consult with an attorney when you prepared and executed your Will.

The emotional cost of a Will contest can often be seen among the surviving family members. People often feel as though they must pick a side which often causes tension. In addition, a Will contest can take months, even years, which can lead to frustration and emotional exhaustion for those who initiated the contest.

The financial cost, however, is something that can be seen right away when a contest to a Will is filed. The estate must defend the challenge to the Will, meaning it will incur significant legal fees and costs. The longer the Will contest goes on, the higher the bill to defend it will be. By the time all is said and done, your estate could lose a substantial amount of money to the Will contest?money that could have gone to your family members and loved ones instead.

Did Chemtrails Cause Hurricane Isaac to Change Course? ? Just ...

?

[Note: Chemtrails work in conjunction with HAARP type technologies to geoengineer our weather. Some of the assertions aren't documented but this is interesting even if only speculative. I haven't seen chembomb drops, and the "feathery formations" I've seen form from normal trails and spray formations drifting in, depending on the chemicals and atmospheric conditions I would assume. The quickly appearing clouds he says are chem drops also look like normal quickly rising heat clouds, but the trails are pretty clear. One thing for sure, we know they're capable of all the above.? - Zen]

ChemtrailsPlanet.net

At the Conciousness Beyond Chemtrail conference, Bruce Douglas revealed a new method of aerosol deployment he calls ?chembombs? - that appear as wispy, cotton candy cirrus clouds.? Satellite images and ground observations suggest the ?Chembombs? appears to be replacing the more familiar persistent jet trails that observers have been calling ?chemtrails? for nearly two decades.

High on the list of suspects for deployment of ?chembombs? is the fleet of Evergreen Air B-747 tankers equipped with Evergreen?s own patented aerosol deployment system capable of spraying a wide variety of aerosols depending on the mission.

The huge 20,000 gallon system was originally promoted as a new technology for fighting wildfires even though the patent claims equal capability at releasing aerosols for the purpose of ?weather modification?.

Suspicions are growing that Evergreen?s fire-fighting promotion was a decoy to hide their primary mission of covert climate modification.

Since 2009 no Evergreen 747 supertanker has yet been deployed to contain deadly wildfires in Colorado, Northern California of any of the deadly blazes in western states.

Coders Can?t Put Writers Out Of A Job Yet, But We?d Better Watch Our Backs

Current screenshotLast week The New York Times ran a story by John Markoff about robots replacing human workers. Andrew McAfee, co-author of the excellent Race Against The Machine followed up with a post of his own. The gist: technology and automation lead to more job creation than job displacement in the past, but that may be changing. Writing is one of the few areas that McAfee and his co-author Erik Brynjolfsson identified as a low risk for bot replacement. But there are a few attempts underway to train computers to do basic journalism. And while these projects can't truly replace humans, and may never be able to, my fellow writers and I should be worried about our jobs anyway.

Electronic cigarettes do not damage the heart, study suggests

ScienceDaily (Aug. 25, 2012) ? Smoking is the most preventable risk factor for cardiac and lung disease and is expected to cause 1 billion deaths during the 21st century. Electronic cigarettes have been marketed in recent years as a safer habit for smokers, with several millions of people already using them worldwide.

Electronic cigarettes simulate the effect of smoking by producing an inhaled vapor. The device consists of a battery, a cartridge containing liquid and a heating element which gets warm and evaporates the liquid. Laboratory analyses of the liquids show that they are less toxic than regular cigarettes. Most studies have found no nitrosamines, but even in studies where nitrosamines were found, the levels detected were 500-1400 times less than the amount present in one tobacco cigarette. This means that electronic cigarettes must be used daily for 4-12 months to get the amount of nitrosamines present in a single tobacco cigarette.

Since heart disease is the main cause of morbidity and mortality in smokers, with 40% of deaths in smokers due to coronary artery disease alone, the research team decided to perform the first clinical study of the acute effects of electronic cigarettes on cardiac function. They decided to compare their results with the acute effects of regular cigarettes on cardiac function since electronic cigarettes are marketed to smokers only, as an alternative habit.

Previous studies from the research group and several others have shown that acute smoking inhalation produces significant defects in myocardial function. This indicates that subclinical dysfunction is already present in apparently healthy asymptomatic young people who smoke tobacco cigarettes. The goal was to evaluate whether these signs of preclinical disease appear in a similar population after using electronic cigarettes.

The researchers measured myocardial function in 20 healthy young daily smokers aged 25-45 years before and after smoking one tobacco cigarette and 22 daily electronic cigarette users of similar age before and after using the device for 7 minutes.

Experienced users of electronic cigarettes were studied because they use the device more intensively than first-time users. Although both groups were of equal age, users of electronic cigarettes had a 44% higher lifetime tobacco smoking exposure compared to current smokers.

For the electronic cigarettes, a commercially available liquid with a nicotine concentration of 11mg/ml was used (NOBACCO USA Mix). This was tested by an independent toxicology laboratory and found to contain no nitrosamines or polycyclic aromatic hydrocarbons.

Myocardial function was examined using cardiac ultrasound (echocardiography) and hemodynamic measurements (blood pressure and heart rate).

The researchers found that smoking one tobacco cigarette led to significant acute myocardial dysfunction but electronic cigarettes had no acute adverse effects on cardiac function. Smoking a tobacco cigarette had important hemodynamic consequences, with significant increases in systolic and diastolic blood pressure and in heart rate. In contrast, electronic cigarettes produced only a slight elevation in diastolic blood pressure. Dr Farsalinos said: "This is an indication that although nicotine was present in the liquid used (11mg/ml), it is absorbed at a lower rate compared to regular cigarette smoking."

The echocardiography examination focused on the function of the left ventricle, the part of the heart that receives oxygenated blood from the lungs (filling or diastolic phase) and then delivers the blood to the whole body (pumping or systolic phase). The investigators found significant defects in the diastolic phase of left ventricular function after smoking one cigarette, with four echocardiographic parameters indicating worsening function. In contrast, none of the echocardiographic parameters showed any significant worsening in subjects after using the electronic cigarette. "Diastolic dysfunction is very important because it is usually the first defect that is detected before any clinically-evident cardiac disease develops," said Dr Farsalinos.

He added: "It is too early to say whether the electronic cigarette is a revolution in tobacco harm reduction but the potential is there. It is the only available product that deals with both the chemical (nicotine delivery) and psychological (inhaling and exhaling 'smoke', holding it, etc) addiction to smoking, laboratory analyses indicate that it is significantly less toxic and our study has shown no significant defects in cardiac function after acute use."

Dr Farsalinos continued: "More clinical studies need to be done before suggesting that this is a revolutionary product. However, considering the extreme hazards associated with cigarette smoking, currently available data suggest that electronic cigarettes are far less harmful and substituting tobacco with electronic cigarettes may be beneficial to health."

Casey Mears gets pole after washout at Bristol - NASCAR News | FOX Sports on MSN

Updated?Aug 24, 2012 8:21 PM ET

?

BRISTOL, Tenn. (AP)

Kyle Busch has three races remaining to claim a spot in the 12-driver Chase for the Sprint Cup championship.

Under normal circumstances, his chances would be good headed into Saturday night's race at Bristol Motor Speedway. Busch, after all, has five Cup victories at Bristol.

But that was before track owner Bruton Smith decided grinding the race track would potentially lure fans back to the track after several years of declining attendance. Asked Friday what he thought of the changes, Busch offered a succinct assessment:

''Terrible,'' he said.

He was one of the few drivers with a strong opinion after two Friday practice sessions. Qualifying was washed out by rain, and Casey Mears and Brad Keselowski will start on the front row because the field was set by practice times. Keselowski has won the last two Cup races at the track.

Few drivers ventured into the top groove during practice, and insisted it's too early to tell how the race will develop.

Smith is hoping the race proves Bristol is once again one of the most exciting tracks in NASCAR. After yet another ho-hum Bristol race in March, Smith had the top lane ground down in an effort to eliminate the two-wide racing that fans believed ruined the product. Progressive banking was added to the track in 2007, and the bumping and banging that was a Bristol trademark disappeared.

The track had a streak of 55 consecutive sellouts from 1982 until 2010, and Smith believed tightening the track might bring the fans back.

Busch was one of the drivers who didn't bother to run at the top of the track on Friday. Why didn't he check it out?

''I don't have to,'' he replied, ''I watched the Truck race.''

Timothy Peters led all 204 laps - and the first 82 were under green - in Wednesday night's truck series race. Drivers kept an eye on that race, and voiced their frustrations with Smith's track on Twitter.

''Just as expected. Killing the top groove doesn't make the bottom groove any better,'' tweeted Martin Truex Jr.

Carl Edwards, who also needs a win to move into Chase contention, said he's reserving judgment on the track until after the race. He stayed out of the top groove in practice - a combination of habit and ''I don't want to be the first guy to go up there if there's no grip'' - and said nobody knows what it will be like during the race.

''They changed the track because everybody wanted it to be two or three grooves and then they changed it back,'' Edwards said. ''I give them a lot of credit for doing the very best they can. This is one of the coolest race tracks in the world and I think they've done everything they can to make sure we have the best show that we can have and it will be an exciting race one way or another.''

Matt Kenseth wasn't even sure the track needed to be changed. He surmised the push for changes snowballed, perhaps in part to the presence of social media.

''Everybody talks about the old Bristol and people knocking each other out of the way and fighting and all that stuff. Well, we raced these cars at Bristol before they reconfigured it and there was hardly any passing,'' Kenseth said. ''Things change over time and I thought the race in the spring was pretty good. Everybody is going to want something different. We tried to narrow the track up and take grooves away to take passing away, so I'm a little confused on the whole concept to start with.

''I think all of the races are pretty good here. I haven't really seen a real bad one here. I think the racing is always entertaining.''

Mears was another driver who had no idea what to expect Saturday night.

''Where they actually worked on the track, we haven't actually been all the way up there yet,'' Mears said. ''I've seen some guys flirting with the edge of it, so it's really going to be hard to say. If it keeps guys from running up against the wall, I think it could make it a little bit more competitive just because when guys are running right up against the fence and it's really hard to pass guys down underneath.''

Positive Thinking - Improve Your Attitude with Positive Thinking

It is an accepted fact that positive thinking leads to success, whereas the opposite is almost a guarantee of failure. There is also much evidence that positive thinking contributes to good health, a boosted immune system and can even make the difference in surviving or expiring when a serious illness does occur.

One well-known quote from Winston Churchill states, "A pessimist sees the difficulty in every opportunity while the optimist sees the opportunity in every difficulty." By projecting positive energy and using it in your everyday life, you will soon reap the benefits of this age old theory.

The Burdensome Effect If you imagine a helium filled balloon released on a calm day, it is capable of soaring to great heights and traveling on the wind to places far away. If you forget to take the little tiny weight from the balloon that the store clerk used to hold it on the counter, the balloon will drag along the ground never achieving the heights of which it is inherently capable.

Thus is the effect of a small amount of negativity when it mixes with positive thinking. Personal growth becomes limited and personal aspirations appear too high to achieve. Wisdom for success: The positive thinkers must either shed the burden of negativity or surround themselves with other positive thinking individuals to elevate themselves.

Negative Company When a person's attitude is all about success and personal development and positive thinking has become an ingrained philosophy, it would be expected that person would reach lofty heights. This may not be the case if that positive thinker is surrounded by people of negative perception.

A pessimist cannot be easily redirected even if they are proven to be wrong, time and time again. The situation can be compared to an axle with two wheels that turn in opposite directions. It will spin in a tiring circle and go nowhere. Eventually, one wheel will wear out and the other will slowly move on.

Negative thinking is toxic to any situation and affects the positive thinking of an individual. Optimists can be suffocated by pessimists as they are detrimental to their personal growth. The best plan is to detach from the negative person.

Keywords of the Heart Negativity and positivity are universal principals of life. If you speak a negative thought, it is like hailing an invisible taxi from the dark side. You might have said "I am not a loser" but the keyword is loser. You hear yourself say loser and here comes the thought from the negative side that you hailed. Had you said "I am a winner," the keyword is winner and it invokes powerful thoughts of success.

The wisdom for success says that if these positive words are used as your regular way of speaking, will attract others to you that have similar thinking and may be in a position to better you. The negative words, even if subconsciously conceived, will repel the positive thinking people and greatly inhibit your personal development.

You Can Become a Positive Magnet Opposite poles attract and like poles repel. The reason opposite poles attract is that the negative will cling to the positive and try to draw the energy from it. A positive flow joined with another will create a greater energy. They work together to do a bigger job, more efficiently. The negative side must be eliminated or it will draw power and create instability.

Positive thinkers working together will multiply their power. If you are successful in becoming a completely positive person, you will receive positive results and your life story will be all about success.

Tom Cramer is a writer who writes extensively about personal development and offer success secrets on how to motivate yourself with inspirational poems and positive thinking. He has written several enlightening articles on self improvement, daily inspirational sayings and inspirational messages which offer wisdom for success and help you look at life in a new positive perspective to achieve personal growth and development.

Grow Your Business with Benefits Administration Outsourcing ...

Outsourcing is one of the tools that businesses, racing to get ahead in terms of competitiveness, use these days. ?It is a cost-effective strategy for any company wishing to capitalize more on their edge and their core competencies. At the same time, leaving the non-core jobs to those who have the expertise ensures that they are efficiently carried out. This division of labor leads to a more synergic progression of the entire business operation.

Just like customer service, benefits administration outsourcing is one of the types of business processes that are outsourced to external entities. At the core of benefits administration outsourcing is to provide highly-efficient solutions to both clients and their employees. The services are driven by outcomes ? lower management costs and risks for clients and greater satisfaction for the employees.

    Components of Benefits Administration Outsourcing

In simple language, benefits administration outsourcing refers to the process wherein a company contracts out the administration of various benefitsof its employees, like health and welfare benefits, to another company.

The suite of services provided in benefits administration outsourcing includes online benefits enrolment, premium billing administration, employee support, new hire enrolment services, wellness tools, real-time administrator reporting, and decision support tools, among others. ?Recordkeeping and reconciliation, and benefit accounting also fall under administration outsourcing.

In most cases, these processes are handled by providers through the use of sophisticated administration software. This expedites and harmonizes the complex processes in benefits administration thereby arriving at efficient delivery of services.

    ItsRole in Promoting Business Growth

Along with thecompany?s push for growth, administration costs also grow. Moreover, the burden itself of directly managing employee benefits grows. The right strategy is, therefore, to outsource the administration work to leading providers in the market so the company can focus on enhancing its competitiveness. There are several ways how administration outsourcing can contribute to business growth.

Basically, the prime reason why businesses go for outsourcing in the first place is to lower costs. In fact, companies can save as much as 60 percent in costs if they outsource jobs to countries like India. If they do this, a significant part of the capital is freed, and the savings can be expended to other business processes like expansion of operations or intensification of research and development which can lead to growth.

In outsourcing, companies can focus their resources on the core competencies and leave the non-core ones to those who have the competency to do them. This can doubly impact productivity positively. The obvious one being that focusing on the company?s competitive edge give the company the chance to grow and specialize on what they do best further. ?Likewise, if outsourcing deliverables are done most efficiently, employees? benefits are better taken care of. This boosts employee satisfaction that can be translated to improved productivity on the part of the personnel and the business eventually.

The competition faced by businesses in this day and age of highly globalized market forces them to innovate and explore all means to step-up and stay ahead. Benefits administration outsourcing is one of these means. It has become the norm and not a choice because its benefits are just too appealing to ignore.

(AP) ? A prosecutor describes as "deplorable" the conditions in a southwestern Illinois home where a teenage girl says she was held captive and sexually assaulted every day for two years.

St. Clair County State's Attorney Brendan Kelly said Friday that the girl's account of her captivity in Washington Park is "horrific." Kelly has not visited the home but heard about it from investigators.

The teen told police she escaped this week with a relative's help.

Authorities raided the house Thursday and arrested a 24-year-old man and his mother. They also recovered the teen's child, who she said is the result of rape by her captor.

Kelly says he believes "there's something to it."

Police have not named the man or his mother because they had not been charged as of Friday.

Chavez: A moral question for the GOP

    Linda Chavez, syndicated columnist

Many conservatives reject President Obama's recent policy to defer action against illegal immigrants who came to the United States as children. But as a conservative who supports the president's decision, I think it's important to seriously engage the arguments both for and against the policy.

The Obama program explicitly does not grant legal status to any group, even those who came illegally as infants or children. Those who are eligible for deferred action are given no path to permanent residency or to citizenship. They are not eligible for government assistance programs that bar other illegal immigrants.

What the federal program does do is make a decision not to divert limited immigration enforcement resources by targeting for removal illegal immigrants who demonstrate they came here as children and have led exemplary lives ever since. Those who demonstrate their eligibility will be given temporary employment authorization. Recipients must renew their applications every two years.

So why do conservatives generally oppose the policy? First, they say, every nation has a sovereign right to control its borders and to decide who may become a citizen. Second, they believe that the rule of law is one of the fundamental bases of democracy, and if people are allowed to flout the law without consequences, we encourage contempt for the rule of law. Third, conservatives object to the president having bypassed Congress by enacting a policy that they assert was twice rejected when it was proposed as legislation.

The first principle seems indisputable to me; of course, the U.S. should control its borders and has a right to decide whom to admit and to whom it will grant citizenship.

But for most of our history as a nation, we have not barred entry to the U.S. or restricted residency to anyone except those who posed a health, security or criminal risk. The first meaningful restrictions were aimed at the Chinese and later other Asians and Southern and Eastern Europeans. These laws were intended to keep out certain people on the basis of race, ethnicity, and religion -- a repugnant policy that would be inconceivable today.

The second principle -- the rule of law -- is sound as well. But sometimes in a democracy, the elected representatives enact bad laws, and the question is what to do about it. We could -- and in my view, we should -- enact changes to our current immigration laws that would make it easier for people to come here legally and, therefore, reduce illegal immigration by adults and children. Finally, conservatives are simply wrong when they claim the president lacks authority to defer action against one class of illegal immigrants -- young people who came as children -- because it violates the intent of Congress. The Dream Act, which was at one time a bi-partisan effort, would have granted these young people legal status, and in most versions, a path to citizenship, which the president's deferred action does not. Moreover, the decision to initiate deportation proceedings has always been exercised by the executive branch, just as the decision of whom to prosecute falls to prosecutors, not those who write the laws.
